"Black beetles on hibiscus"

 Every year I watch helplessly that the flowers of my beautiful pink Hibiscus are being maimed by tiny black beetles. I tried to spray (reluctantly) with Confidor, picked all flowers and buds and discarded them in a plastic bag in the bin, but to no avail. They seem to disappear in winter, but come back as sure as hell in summer. Any advice?

 Every year my Hibiscus leaves are decimated by something that makes so many holes in them there is barely any of the leaf left. As a result I've had hardly any flowers for the last 3 years. I have never been able to find the culprit. Tried general sprays without any success.
