Woolly aphids

My Mum lives at Nambucca Heads in a unit and has recently been plagued by woolly aphids on her Hoya on her front balcony. The plant is quite spread so individual picking-off or wiping of the aphids is not possible for her. She has tried oils and soap sprays but the aphids seem not to be affected and are reproducing with a vengeance. Though she knows she may have to resort to a more harsh chemical spray, she would love to know of a safer natural way to be rid of them or a single use chemical that will really do the job.
