Dwarf citrus tree not growing

Hi all, I purchased a dwarf Citrus tree (attached) almost 3 months ago. I potted it using a mix of Osmocote veggie and herb mix and Osmocote organic garden soil (it was all I had on hand at the time), then gave it a good water with Seasol. I watered it daily for approx. 2 weeks then reduced to twice a week. It"s situated in the sunniest part of my garden which gets around 4-5hours of sunlight a day. Even through the plant is still lovely and green there has been no new growth whatsoever, it looks the same as the day I got it. Any tips on how to get it going? I do have some Citrus feed, should I be using that already? Don"t want to over fertilise. I understand I may not see fruit for a while but thought I would at least see some more growth.
