Ugly deciduous tree

I have a tree which I think is a Chinese pistachio (Pistacia chinensis) that has very intertwined gnarly branches. During the winter months it looks straight out ugly; when it is in leaf it looks somewhat better. The trunk and main branches are fine. It would be great if I could pollard this tree or cut it back significantly, but I dont know if this will kill the tree. Can anyone offer any suggestions?
